The Inspector at Gaza police station complains to the district Commissioner that the area, allocated as the district police training ground is the traditional location for the local bull owner to tether his bull when fellaheen need to have their cows serviced. Fellaheen from surrounding villages still bring their cows to the training ground to the detriment of police parades. Can the district commissioner please find another area for fellaheen to conduct their necessary business?

This suggests that for police in Gaza in those days, "bullsh-t on parade" took on a more literal meaning.
